This text reveals the heart of Isaiah’s message. The issue was fear of the Lord versus fear of people (see 7:9; 8:6). When an individual fears people, the Lord becomes a trap and destruction is certain (cp. Prov 29:25; see “Fearing People” Theme Note). For those who fear the Lord, he becomes a sanctuary; their salvation is assured.

11For this is what the LORD has spoken to me with a strong hand, instructing me not to walk in the way of this people:

12“Do not call conspiracyeverything these people regard as conspiracy.Do not fear what they fear;do not live in dread.13The LORD of Hosts is the Oneyou shall regard as holy.Only He should be feared;only He should be dreaded.14And He will be a sanctuary—but to both houses of Israela stone of stumbling and a rock of offense,to the dwellers of Jerusalema trap and a snare.15Many will stumble over these;they will fall and be broken;they will be ensnared and captured.”
